My short read is that the supplier looks plausible, but the current offer terms put too much risk on the buyer before the cargo reaches Houston. The biggest issues are the 30/70 payment structure, seller-controlled inspection, unclear final freight exposure, and the normal customs / port / natural-fiber cargo risks on arrival.
